Stewart, Transportation Planner <br /> SUBJECT: Rezoning property in the 1400 Blocks North Ellen,North Oakland and North <br /> University Avenues from R-3 Single Family Residence District to B-2 <br /> Commercial District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of t e rezoning to B-2 <br /> Commercial District <br /> BACKGROUND: The subject site is approximately 2.75 acres and is locate in the 1400 Blocks <br /> of North Ellen, North Oakland and North University Avenues. The majorily of the parcels are <br /> vacant and have been for a number of years. The surrounding zoning includes B-2 Commercial <br /> District to the south and east, the property is bordered by the Colonial Mall to the southwest and <br /> the city recently rezoned property to the south as B-2 commercial in the are slated to house the <br /> new County Market Grocery Store. There is property zoned R-3 Single Family Residence <br /> District in the area as well. <br /> If the property is rezoned to B-2 Commercial District and development occurs, a buffer <br /> yard will be required between the residential properties and the developmeni in accordance with <br /> Zoning Ordinance regulations. Although the Comprehensive Plan shows this area as residential, <br /> the potential for redevelopment of these properties as residential is low. The properties are <br /> adjacent to Oakland Avenue, a state route and a major thoroughfare in the City which is not <br /> conducive to new residential development. A commercial use fronting a stat route and adjacent <br /> to a commercial mall is an appropriate use for these properties. On March 6, 2014 The Decatur <br /> Plan Commission voted unanimously in support of the petition to rezone the parcels. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Commission <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The Decatur Plan Commission vo ed unanimously in <br /> favor of the rezoning on March 6, 2014. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 217- <br /> 424-2786 or sstickle@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
