DEVELOPMENT SERVICES MEMORANDUM
Memo No. 13 - 76
November 13, 2013
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Mark L. Smith, Senior Planner
SUBJECT: Annexation of the Following Properties: 3223 Rea's Bridge Co irt, 3330 East
Cherry Drive and 4777 Rea's Bridge Road.
SUMMARY RECOMMENDATION: Annexations are predicated upon pr viously executed
"Water Service Agreements." Staff recommends the subject annexation petitio s be approved.
BACKGROUND: Over the last several years city staff has been directed to pursue, whenever
feasible, extensions of city boundaries through the use of annexation. The above named
properties are bounded by and adjacent to Decatur's City limits. The lots vary in size and
configuration. All are improved with a single family residence and accessor uses. The parcel
along Rea's Bridge Road is located near the intersection of Rea's Bridge and Christmas Tree
Roads; Rea's Bridge Court is north of the North Water Treatment Plant; and th third property is
located at the east end of Cherry Drive, which runs east of Lost Bridge Road. The following
information is relevant to the properties proposed to be annexed:
1. City water is currently available and connected to the named properties.
2. No additional public infrastructure or municipal services are needed or ontemplated.
3. Decatur Fire response distance and time averages 4.1 miles and 8.0 min tes, respectively.
When annexed the properties would become zoned R-1, Single Family Residen e District.
POTENTIAL OBJECTIONS: No known objections.
INPUT FROM OTHER SOURCES: The plats and annexation requests have been reviewed
by Municipal Services, Public Works, Fire, Legal, Finance, The Sanitary District of Decatur and
Macon County Health Department. All reviewers recommend the annexations b approved.
STAFF REFERENCE: Questions concerning these annexation requests sho ld be forwarded
to Mark Smith at 217.424.2790 or mismith@decaturil.gov or Billy Tyus at 217.424.2727 or
btyus@decaturil.gov.
BUDGET/TIME IMPLICATIONS: Based on the tax value, the City's Finince Department
estimates $2,284.28 in real estate, $652.23 in motor fuel and $579.72 in state income taxes may
be realized by annexing the named properties.
