Excerpts from the
Traffic & Parking Commission Meeting
September 26, 2013
Item#1 Request for the removal of the no parking restriction on the north side of the
500 block of W. Green Street between College Street and the dead end.
Griffin Enyart reported that City staff received a request from the granddaughter of the resident
of 524 W. Green followed by a letter from the resident that lives at 524 W. Green. The letter
requests that the City remove the parking restrictions on the 500 block of W. Green Street. The
requestor lives in the only house located on this block east of the dead end. The Police
Department requested that the south side remain as "No Parking"to discourage large numbers of
people parking their vehicles in the dead end.
Staff recommends lifting the parking restriction on the north side of the 500 block of W. Green
Street between College and the dead end.
Appearance of Citizens:
Debra Cooper, 1005 E. Moore, Decatur, IL, asked the Traffic & Parking Co ission to consider
allowing parking on both sides of the street. The family of Ora Bates want to tie able to visit her
and need both sides of the street open for parking for three holidays a year. Ms. Cooper
expressed her appreciation and thanked the Traffic & Parking Commission for their
consideration
Mattie Matthews, 739 W. Cushing, Decatur, IL, informed the Commission th Ora Bates is her
mother and the family does not want to put Ms. Bates in a nursing home ands le is not able to go
out. Ms. Bates is almost bedridden. There is not enough room to park all the ehicles on just
one side of the street on the holidays. Ms. Matthews requested that the Commission consider
allowing parking on both sides of the street.
Rick Marley assumed that the dead end was constructed for crime preventing i easons and that
the parking restrictions may have been part of that. Mr. Marley explained that he was not with
the City when it was put into place. Deputy Chief Chervinko confirmed that the barrier was put
into place for crime prevention. He believes that 12 cars can park on the nortf side of the street
and that is why the Police were comfortable with requesting that the parking r striction remain in
place on the south side of the street. Mr. Marley suggested that parking be all wed on the north
side and then at a later date consider parking on the south side.
There was more discussion about the crime prevention barrier at the dead end d that the goal
was to reduce crime in the City. Mr. Chervinko was asked if the crime prevention barriers have
reduced crime. He said it is hard to know since many people have moved out f Old Kings
Orchard neighborhood.
