McCrady, City Manager <br /> Billy Tyus, Assistant City Manager for Development Servic s <br /> Mark Smith, Senior Planner, DUATS Study Director <br /> SUBJECT: DUATS Appropriation Adjustment <br /> RECOMMENDATION: City staff recommends approval of the attached ordinance, <br /> which provides appropriation approval for the City of Decatur to spend rrionies to fund <br /> services related to local transportation planning. <br /> BACKGROUND: The Decatur Urbanized Area Transportation Study (DUATS) serves <br /> as the transportation planning entity for the Decatur Urbanized Area. DUATS was <br /> created in 1964, and is the regional transportation-planning agency that ftilfills federal <br /> and state requirements for transportation planning in urban areas with more than 50,000 <br /> persons. <br /> Staff recommends adjusting the budgeted amount for DUAT professional <br /> services from $28,502 to $69,000 — a difference of$40,498 - for services to update the <br /> 2035 Long Range Transportation Plan. The update would be completed by December 31, <br /> 2013. All DUATS expenditures are covered by contractual agreemen that include <br /> Federal Highway, Federal Transit and State Metro Planning funds along with local <br /> matches from several local governments. The funding for this update is available <br /> currently through these agreements and said costs would not be paid through <br /> expenditures from the General Fund. <br /> DUATS works in conjunction with the Federal Highway Administration, Federal <br /> Transit Administration, the U.S. Department of Transportation and the Illinois <br /> Department of Transportation. DUATS member agencies include the City of Decatur, <br /> Macon County, the Decatur Park District, the Decatur Public Transit System, the Villages <br /> of Forsyth, Harristown, Mt. Zion and Oreana. <br /> POTENTIAL OBJECTIONS: There are no objections. <br /> INPUT FROM OTHER SOURCES: All aspects of this project has been approved and <br /> authorized by the DUATS Policy Committee. <br /> STAFF REFERENCES: Questions can be directed to Mark Smith, DUATS Study <br /> Director& Senior Planner, 424-2790, or mismith@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: The total cost for this project will be paid by <br /> DUATS.
