DEVELOPMENT SERVICES MEMORANDUM No. 13-39 May 29, 2013 TO: Honorable Mayor Michael T. McElroy and City Council FROM: Ryan P. McCrady, City Manager Billy Tyus, Assistant City Manager Suzan M. Stewart, Transportation Planner SUBJECT: Conditional Use Permit in order to operate a licensed large home daycare facility at 2243 North Main Street SUMMARY RECOMMENDATION: Staff recommends approval of the Conditional Use Permit with the following conditions: 1.) That the proposed operation be li nited to a maximum of eight (8) children; 2.) That the proposed operation be in compliance with applicable provisions of the City's adopted Building Codes, including obtaining a building permit to perform any proposed or required improvements to the existing dwelling; and 3.) That the proposed daycare be at all times appropriately licensed by the State of Illinois. The City Plan Commission voted 8-0 to recommend approval of this petition at the May 2, 2013 meeting; the minutes of the meeting are attached. BACKGROUND: The subject site is developed as a single family residence and located at 2243 North Main Street. The subject petition requests a conditional use permit to allow the operation of a licensed large home daycare facility. The daycare would accommodate a maximum of e' ht (8) children. A large home daycare facility located in the R-3 District requires a Conditional Use Permit. The petitioner's drop off and pick up area will be in the drive-way of her house which fronts North Main Street. There is adequate room for the children to play in the rear yard which is fenced. POTENTIAL OBJECTION: There were no known objectors at the Plan Commission Meeting. INPUT FROM OTHER SOURCES: The Conditional Use Permit for a icensed large home daycare facility has been reviewed by the City's Technical Review Committee; Planning, Engineering and Fire have approved the Conditional Use Permit.
