The subject site is developed as a single family residence and located at 224 North Main Street. <br /> PROJECT DESCRIPTION <br /> 2. The subject petition requests a conditional use permit to allow the operati n of a licensed large <br /> home daycare facility. The daycare would accommodate a maximum of eight (8) children. A <br /> large home daycare facility located in the R-3 District requires a Conditional Use Permit. <br /> 3. The petitioner's drop off and pick up area will be in the drive-way of her house which fronts North <br /> Main Street. There is adequate room for the children to play in the rear yard which is fenced. <br /> STAFF ANALYSIS <br /> 1. Section XXII.A.3. lists three standards which must be met in order to g ant a conditional use <br /> permit. The first standard requires the applicant to show that the use is "necessary for the public <br /> convenience at the location." The proposed use is generally compatible with the neighborhood <br /> and provides a service which can be utilized by area residents. <br /> 2. The proposed use also meets the second standard. The facility is located and designed to be <br /> operated in a manner that the public health, safety and welfare will be protected. <br /> 3. This use also meets the third standard. The facility will not cause substantial injury to the value of <br /> other properties in the neighborhood. The daycare use will be required to nieet all applicable City <br /> building and fire codes, as well as all requirements imposed by the State in the issuance of a home <br /> day care license. <br />
