No. 13-12 Petition of CARLA TURNER WELLS, for a <br /> Conditional Use Permit to allow f r a Large Home <br /> Day Care located at 2243 NORTH MAIN STREET in <br /> the R-3 Single Family Residence istrict. <br /> Mrs. Joselyn Stewart was sworn in by Mrs. Janet Poland. <br /> Mrs. Stewart presented the recommendation of staff: <br /> The subject site is developed as a single family residence and located at 2243 Nprth Main Street. <br /> The subject petition requests a conditional use permit to allow the operation of a licensed large <br /> home daycare facility. The daycare would accommodate a maximum of eight 8) children. A large <br /> home daycare facility located in the R-3 District requires a Conditional Use Pe it. <br /> The petitioner's drop off and pick up area will be in the drive-way of her house which fronts North <br /> Main Street. There is adequate room for the children to play in the rear yard which is fenced. <br /> Section XXII.A.3. lists three standards which must be met in order to grant a conditional use permit. <br /> The first standard requires the applicant to show that the use is "necessary for the public <br /> convenience at the location." The proposed use is generally compatible with t e neighborhood and <br /> provides a service which can be utilized by area residents. <br /> The proposed use also meets the second standard. The facility is located and designed to be <br /> operated in a manner that the public health, safety and welfare will be protected. <br /> This use also meets the third standard. The facility will not cause substantial injury to the value of <br /> other properties in the neighborhood. The daycare use will be required to met all applicable City <br /> building and fire codes, as well as all requirements imposed by the State in the issuance of a home <br /> day care license. <br /> Based on the analysis, staff recommends approval of the conditional use permit as submitted with <br /> the following conditions: <br /> a. That the proposed operation be limited to a maximum of eight (8) children, <br /> b. That the proposed operation be in compliance with applicable provisions of the City's <br /> adopted Building Codes, including obtaining a building permit to perform any proposed or <br /> required improvements to the existing dwelling, <br /> c. That the proposed daycare be at all times appropriately licensed by the tate of Illinois. <br /> Section XXII.A.2. requires the Plan Commission to hold a public hearing n a conditional use <br /> permit request, and then forward its report and recommendation to the Ci y Council for final <br /> approval. A motion to forward Calendar Number 13-12 to the City Council wi h a recommendation <br /> for approval is suggested. <br /> Ms. Carla Turner-Wells was sworn in by Mrs. Poland. <br /> Ms. Turner-Wells said she is a child care provider and is requesting a Conditional Use Permit to run <br /> a daycare facility. <br /> There were no questions and no objectors present. <br /> It was moved and seconded (John/Newton) to forward Calendar No. 13-12 to tle City Council with <br /> recommendation for approval as submitted. Motion carried unanimously. <br /> II <br />
