EXCERPTS OF THE <br /> MINUTES OF THE <br /> TRAFFIC AND PARKING COMMISSION MEETING <br /> Thursday, April 25, 2013, 4:00 P.M. <br /> Item#1 Request for a yield sign at the intersection of Mueller/40t4 Street facing 40th <br /> Street. <br /> Griffin Enyart reported that the requestor in this case is concerned that at a curtain time in the <br /> afternoon while Archer Daniels Midland's (ADM) staff is being let out from ADM there are <br /> numerous vehicles coming out of the ADM parking lot and not stopping for any opposing traffic. <br /> Staff observed the intersection for a 20 minute period and there was a steady tream of traffic <br /> crossing Mueller Avenue from 40th Street. Most of the vehicles proceed through the intersection <br /> without stopping before making the left turn on to Mueller. Typically, any opposing traffic will <br /> yield to the traffic coming from 40th Street,but the steady stream of vehicles ming from ADM <br /> leaves very few gaps large enough for vehicles to cross the intersection safel . <br /> Staff recommends one yield sign be installed facing 40th Street to yield to Meller traffic. <br /> Traffic on 40th Street would stop. Staff does not recommend stop signs. Stop signs would be too <br /> restrictive and we don't need every car to stop on 40th Street. Staff recommends one yield sign <br /> facing 40th Street. <br /> Marian Winter asked if staff did a traffic count on Mueller at that intersection. Griffin Enyart <br /> responded that staff did a 24 hour traffic count. Mrs. Winter asked if staff knew how many cars <br /> there were during the peak time when ADM got off work. Griffin Enyart sai that there were <br /> 470 vehicles in a 24 hour period. During the peak time there were 139 vehicles. There were 31 <br /> vehicles going east bound on Mueller and west bound had one or two vehicle at that time. <br /> South bound had two vehicles. <br /> Marian Winter asked if staff had contacted ADM about putting up a yield sig . Mrs. Winter <br /> thought it would be a good idea to let ADM know. Staff explained that the y1eld sign would not <br /> hold traffic up too much. Mrs. Winter thought it would be a good courtesy tc let ADM know. <br /> Mr. Marley explained that the Traffic &Parking Commission makes a recommendation to the <br /> City Council to approve or not approve the yield sign. Mrs. Winter suggested that it would be a <br /> good idea to notify ADM since they are a major employer in town. Staff agreed to contact <br /> ADM. <br /> Staff recommends installing a yield sign facing 40th Street. <br /> Matt Newell motioned to approve the recommendation; seconded by Lyle Wador, and on call of <br /> the roll, Commission Member Winter, Garry, Meador, Chervinko, Stickle, Nowell, Enyart, and <br /> Marley voted aye. The Secretary declared the motion carried. <br />
