Marley, P.E., Public Works Director <br /> SUBJECT: Ordinance Authorizing the Installation of a Yield Sign at the Intersection of <br /> E. Mueller Avenue and N. 40th Street Facing N.40th Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve and that the Mayor be authorized to sign and <br /> the City Clerk to attest an Ordinance establishing a yield intersection at E. Meller Avenue and <br /> N. 40th Street facing N. 40 Street. <br /> BACKGROUND: <br /> On April 25, 2013, the Traffic &Parking Commission approved a request from staff <br /> m City sta <br /> recommending that a yield sign be installed at the intersection of E. Mueller venue and N. 40th <br /> Street with the yield sign facing N. 40th Street. <br /> City staff was contacted by an area business claiming that between 3:30 p.m. and 3:50 p.m. on <br /> weekdays, a very high volume of traffic leaves Archer Daniels Midland's (ADM) parking lot <br /> with many of the vehicles turning north onto 40th Street and proceeding to ttun left onto Mueller <br /> Avenue. City staff confirmed that the ADM traffic turning left onto Mueller venue generally <br /> did not yield to any opposing traffic. The volume of traffic on 40th Street es it difficult for <br /> opposing traffic to cross the intersection during this time. A yield sign will as 3ist traffic on <br /> Mueller Avenue by assigning them the right-of-way whenever there is a conflict. A yield sign <br /> would also allow traffic to flow from ADM's parking lot without the need to stop if there is no <br /> opposing traffic on Mueller Avenue. <br /> The Commission requested that ADM be contacted regarding the proposed sign installation. <br /> Staff contacted ADM to inform them of the proposal to install a yield sign at 40`" Street and <br /> Mueller Avenue. ADM has no objection to the sign. <br /> The Traffic and Parking Commission's recommendation is attached with the prdinance for <br /> Council's review. <br /> SCHEDULE: Installation is normally completed within 10 days of Council uthorization. <br /> Page 1 <br />
