K. Street: The entire width between boundary lines of every way publicly <br /> maintained when any part thereof is opened to the use of the public for purposes <br /> of vehicular travel. <br /> L. Alley: A public way within a block, generally giving access�o the rear of lots or <br /> buildings and not used for general traffic circulation. <br /> M. U-Turn: The turning of any vehicle to the left within the boundaries of any street <br /> or intersection thereof for the purposes of proceeding in the direction opposite to <br /> which it was moving before turning. <br /> N. Commercial Vehicle: A motor vehicle used by a person, corporation or other <br /> � <br /> organization primarily for business, industry and commerce Ihich has been <br /> properly identified by displaying the trade name or logo of th business in such a <br /> manner as to be clearly legible and visible from both sides of the vehicle at a <br /> distance of 25 feet when the vehicle is not in motion. <br /> 2. TRAFFIC AND PARKING COMMISSION. There is hereby created'a Traffic and <br /> Parking Commission consisting of nine members of which five such members shall be <br /> citizen members to serve without compensation and the remaining m�mbers shall be <br /> employees or officers of the City one from the Public Works Department, one from the <br /> Fire Department, one from the Police Department, and one from the planning and <br /> Building Services Department. The five citizen members shall serve for a term of three <br /> years, and shall be appointed by the Mayor with the approval of the City Council. The <br /> other four members,being representatives of the departments and div#sions of the City <br /> aforesaid, shall be designated by the City Manager by appointment in writing <br /> communicated to said Commission, which appointment shall designa�e the respective <br />
