GRAND AVENUE REDEVELOPMENT PROJECT AREA X11 M WHEREAS, the City of Decatur, Illinois (the "City") is a munic pal corporation established pursuant to the Municipal Code of the State of Illinois and has jurisdiction over omatters pertaining to its government and affairs; 0 WHEREAS,the City Council of the City of Decatur, Illinois has hereto re in Ordinance No. 2013—3 7adopted and approved the Grand Avenue TIF Tax Increment Red velopment Plan and Project (the "Redevelopment Plan")with respect to which a public hearing was held on April 16, 2013, and it is now necessary and desirable to designate the area ref-rred to in said Redevelopment Plan as a Redevelopment Project Area, NOW, THEREFORE, IT IS HEREBY ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DECATUR,ILLINOIS THAT: SECTION ONE: The area described in EXHIBIT A, which is attar hed hereto and incorporated herein, is hereby designated as a Redevelopment Project Area (to be known as the "Grand Avenue Redevelopment Project Area") pursuant to the Real Property Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-4. SECTION TWO: From and after the effective date of this Ordinance, the proper officers, agents and employees of the City are hereby authorized, empowered and directed to do all such acts, including the sending of appropriate notices as required by the Act, and to execute all such documents as may be necessary to carry out the intent and accomplish the purposes of this Ordinance. SECTION THREE: That this Ordinance is adopted pursuant to Home Rule Authority granted the City of Decatur by Article 7, Section 6, of the Illinois Constitution, 1970, and the Tax Increment Allocation Redevelopment Act(65 ILCS 5/11-74.4-1 et seq.). SECTION FOUR: This Ordinance shall take effect immediately afte�, its passage and approval. I
