ORDINANCE NO. n�7 a N AN ORDINANCE OF THE CITY OF DECATUR,ILLINOIS APPROVING THE S GRAND AVENUE TAX INCREMENT REDEVELOPMENT PLAN M WHEREAS, the City of Decatur, Illinois (the "City") is a muni ipal corporation o established pursuant to the Municipal Code of the State of Illinois and has (jurisdiction over matters pertaining to its government and affairs; WHEREAS, the City desires to implement tax increment financing pu ant to the "Tax Increment Allocation Redevelopment Act", 65 ILCS 5/11-74.4-1 et. seq. (the " ct") by adopting the proposed Redevelopment Plan known as the Grand Avenue TIF Tax Increment Redevelopment Plan and Project (the "Redevelopment Plan") for the Grand Avenue Redevelopment Project Area (the "Area") described in Section One (a) of this o�dinance; WHEREAS, pursuant to Section 11.74.4-5 of the Act, the City Counci� caused a public hearing to be held relative to the Redevelopment Plan and Redevelopme t Project and a designation of a Redevelopment Project Area on April 16, 2013 in the City ouncil's meeting room at City Hall, I Gary K. Anderson Plaza in Decatur, Illinois; WHEREAS, due notice in respect to such hearing was given pursuan� to Sections I I- 74.4-5 and 6 of the Act; WHEREAS, the Redevelopment Plan set forth the factors contributing blight and conservation in the proposed redevelopment area, and the City Council h s reviewed the information concerning blight and conservation presented at the public hearingnd has reviewed other studies and is generally informed of the conditions of blight and co servation in the proposed Redevelopment Project Area; WHEREAS, the City Council has reviewed the conditions pertaining t� lack of private investment in the proposed Redevelopment Project Area to determine !whether private development would take place in the proposed Redevelopment Project Area as a whole without the adoption of the proposed Redevelopment Plan; WHEREAS, the City Council has reviewed the conditions pertaining t real property in the proposed Redevelopment Project Area to determine whether contiguou parcels of real property and improvements thereon in the proposed Redevelopment Project Area would be substantially benefited by the proposed redevelopment project improvements; a d WHEREAS, the City Council has reviewed its proposed Redevelo ment Plan and Comprehensive Plan for development of the municipality as a whole to dete ine whether the proposed Redevelopment Plan and Project conforms to the Comprehensive Plan f the City;
