ORDINANCE NO. 2013-32 ORDINANCE AUTHORIZING CONSUMPTION OF ALCOHOLIC LIQUOR ON PUBLIC RIGHT-OF-WAY MILLIKIN UNIVERSITY/BLUE CONNECTION PUBLIC ART DISPLAY WHEREAS, Millikin University/Blue Connection, a not-for-profit foundation, has planned a public art display on Friday, May 3, 2013; and, WHEREAS, it is the intention of the Millikin University/Blue Connection organizers to offer beer and wine to its patrons for consumption during the event; and, WHEREAS, such consumption of alcoholic liquor on public right-of-way requires the express approval of the City Council; and, WHEREAS, the Council finds that it would be in the best interest of the Millikin University/Blue Connection and of the City of Decatur that such consumption of alcoholic liquor as described be permitted for said limited time period. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section 1. That on Friday, May 3, 2013, from 5:00 p.m. to 7:30 p.m., beer and wine may be consumed in the 100 block of North Water Street, between South Park Street and East Main Street, Decatur, IL. unless Section 2. That no beer and wine maybe consumed as provided herein u ess such beer or wine is in a plastic or paper cup. Section 3.
