Public Works Memorandum <br /> NO. 2013-13 <br /> DATE: March 28, 2013 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P. E., Public Works Director <br /> SUBJECT: Lake Shore Drive Sewer Rehabilitation Project j <br /> City Project 2012-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the following items relating to the <br /> rehabilitation of the Lake Shore Drive Sewer: <br /> 1. An Ordinance authorizing a loan agreement to borrow up to $11,700,000 from the Water <br /> Pollution Control Loan Program which is administered by the Illinois E vironmental <br /> Protection Agency(I-EPA). The proposed loan will cover engineering and construction <br /> costs associated with the rehabilitation of the Lake Shore Drive Sewer. <br /> 2. A Resolution authorizing an Engineering Services Agreement between t e City of Decatur <br /> and Bainbridge, Gee, Milanski, and Associates, Inc. (BGM)to provide construction <br /> engineering and resident inspection services for the rehabilitation of the Lake Shore Drive <br /> Sewer for a fee not to exceed $550,000. <br /> 3. A Resolution exempting the Lake Shore Drive Sewer Rehabilitation Pro ect, City Project <br /> 2012-06, from the construction hours provisions of City Code Chapter 48, Section 12, in <br /> acknowledgment that after hours disturbances will be necessary to complete the project. <br /> PRIOR COUNCIL ACTION: <br /> October 6, 2008—The City Council approved resolution R2008-160 autho ' ing Bainbridge, <br /> Gee, Milanski &Associations (BGM)to prepare a master plan for the sanitary sewer system. <br /> October 26, 2009—The City Council received Council Memorandum 2009-102 that provided an <br /> update to the work being done on the Sanitary and Stormwater Master Plans. <br /> June 3, 2010—The City Council received Council Memorandum 2010-31 that provided an <br /> update on when the Stormwater Master Plan Funding Supplement, Sanitary ewer Master Plan <br /> and Water Main Tapping Fee Update would be presented to council. <br /> Page 1 <br />
