Noise Ordinance The Lake Shore Drive Sewer Rehabilitation Project will involve installing acured-in-place liner in portions of the deteriorated sewers. The lining process involves pulling a felt tube soaked with resin into the sewer pipe. The felt tube is then inflated using heated wal er or steam until it is pressed firmly against the wall of the pipe. The water in the tube is kept at a high temperature until the resin cures and hardens to form a new pipe inside of the deteriorated pipe. The heating/curing process may take up to 24 hours in each pipe segment due to the size of the pipe and the volume of water that must be constantly heated and circulated through the lining tube to cure and harden the resin. This will mean that the contractor will need to run generators, heaters and pumps, over night in some residential areas. The contract will require noise reduction measures and work limitations to mitigate the level of noise but it ill not be possible to abate all noise through the overnight hours when curing of the new sewer lining must continue. The attached resolution exempts this project from the construction hours requirements contained in City Code Chapter 48, titled NUISANCES, in acknowledgment that construction work will be necessary between the hours of 6 p.m. and 7 a.m. which are outside of the time limits required by Section 12 "Hours of Construction". City staff and BGM will work closely with affected residents throughout the uration of the project to keep disturbances to a minimum. It is anticipated that the project will begin late summer or early fall and be completed summer of 2014, depending on the c' cumstances of construction.
