Excerpts from Plan Commission Minutes of March 7,2013 continued:
Ms. Stickle responded that staff stipulated 23 spaces because everything in the required plan
would have to be that way or they would have to seek Council approval for any changes.
Mr. John asked about accident counts because he stated that a portion of First Drive can be a
very challenging stretch of road.
Mrs. Mary Cave was sworn in by Mrs. Althoff.
Mrs. Cave stated that when looking at the traffic impacts, they use the ITE manual for the usages
that were previously there and the usages proposed and this determined the additional traffic to
the road. Mrs. Cave stated that if there are known problems they will request engineers to do a
traffic impact study but staff did not feel that it was necessary at that time.
Mr. John stated that he is on that stretch of road very often and it is quite adventurous.
Mrs. Cave stated that there are currently three (3) uses for that property. Mrs. Cave stated that
the building was torn down and replaced with another building approximately the same size so it
is just differences in uses and that would be the only addition or subtraction of traffic.
Mr. Phil Cochran was sworn in by Mrs. Althoff.
Mr. Cochran stated that Mr. Mark Allen tore down the old Arby's, constructed the new
Southlake Pharmacy and Subway, constructed a new wall along the back property line and the
first thing he did was build a Speed Lube. Mr. Cochran stated that Mr. Allem has gone through
considerable expenses to update and make the area more attractive and the development is just a
continuation of that plan with constructing a building approximately 3,400 square feet which will
consist of a multi-tenant building. Mr. Cochran stated that he agrees with Mr. John that the
stretch of road can be challenging at times but this will not add to any additional challenges to
First Drive.
It was moved and seconded (Peck, Frantz) to forward Cal. No. 13-06 to the City Council with
recommendation for approval as presented by staff. Motion carried unanimously.
