Section Three Continued <br /> Purpose I Please state the purpose of the proposed rezoning. <br /> To better define Pawnbroker and Consumer Credit Services such as Title Leading, Payday loans <br /> and check cashing services as well as put a minimum distance requirement between these <br /> establishments within B-2 Commercial district. <br /> SECTION FOUR: JUSTIFICATION <br /> The petitioner submits to the City Plan Commission and City Council the ollowin acts addit ional es may be attached): <br /> City of Decatur's comprehensive plan goals such as "Quality of life communit ,' and "A Diversified <br /> Economy" called the Urban Core of Decatur as the "Heart" of Decatur and Ma on County and <br /> identified the need for economic stability within the Urban Core. Alternate Financial Institutions like <br /> Pawnshops and Consumer Credit Services tend to cluster around the Low-income neighborhoods. <br /> This geography coincides with the Urban Core of Decatur. These establishmE nts tend to work <br /> against the City's neighborhood revitalization efforts of the "Urban Core". Sin a Zoning Ordinance is <br /> a tool to further the goals of the comprehensive plan Staff recommends distin juishing these <br /> Alternate Financial Institutions from formal Financial Institutions by clearly dei ning them. Staff <br /> further proposes to put a 1,500 feet minimum distance requirement between t ese establishments <br /> while permitting them to B-2. <br /> SECTION FIVE: CERTIFICATION <br /> To be placed on the agenda of the regular meeting on the first Thursday of the month at 3:00 <br /> PM in the City Council Chambers, petition must be received on the first Thursday of the <br /> preceding month. Failure of the petitioner or the petitioner's representative to attend the Plan <br /> Commission hearing may result in items being tabled. Incomplete r erroneous petitions may <br /> de ay ite s being heard by the Plan Commission. <br /> Petitioner's <br /> Si nature Date 2 , j <br /> NOTES: <br /> 1. Please forward this completed form and attachments to the Economic and Urban Development Departl#ent, Third Floor, Decatur Civic <br /> Center. Please make checks payable to the City of Decatur. Signature of this petition grants permission to City staff to place a sign,indicating a request for zoning action,on the subject property at least <br /> 10 days prior to the Decatur City Plan Commission hearing. Said sign will be removed within 15 days of final action by City Council. <br /> 3. In the event a petition for rezoning is denied by the Council, another petition for a change to the same Ostrict shall not be filed within a <br /> period of one year from the date of denial, except upon the initiation of the City Council or the City Pan Commission after showing a <br /> change of circumstances which would warrant a renewal. <br /> 4. All petitions before the Decatur City Plan Commission are reviewed through the Development Technical Review(DTR) Process.
