DEVELOPMENT SERVICES MEMORANDUM <br /> Memo No. 13-10 <br /> February 27, 2013 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. Smith, Senior Planner <br /> i <br /> SUBJECT: Annexation of Property at 2505 East Mound Road <br /> SUMMARY RECOMMENDATION: Staff recommends that the subject an lexation petition be <br /> approved. Staff is of the opinion that the proposed annexation would produce a logical extension of <br /> the corporate limits. <br /> BACKGROUND: Over the last several years city staff has been directed to pursue, whenever <br /> feasible, extensions of city boundaries through the use of annexation. The subject property is <br /> immediately bounded on the east, west, south-southwest, south-southeast, north-northeast by lots <br /> located in the County. Property immediately adjacent to the northwest and south are currently within <br /> Decatur's City limits. The lot contains approximately 0.84 acres. The lot isimproved with the <br /> petitioner's residence and accessory buildings. The following information is relevant to the area in <br /> question: <br /> 1. City water is located along East Mound Road, 45 feet north of the propert line. <br /> 2. No additional public infrastructure or municipal services are needed or contemplated. <br /> 3. Decatur Fire response distance and time averages 3.0 miles and 6.00 minutes,respectively. <br /> 4. East Mound Road is also County Highway#22 and is maintained by Macon County. <br /> If annexed, the property would come into the city as R-1, Single Family Residen a District. Property <br /> to the northwest is zoned R-6 Multiple Dwelling District and the lot to the south 's zoned R-1 Single <br /> Family Residence District. <br /> POTENTIAL OBJECTIONS: No known objections. <br /> INPUT FROM OTHER SOURCES: The plat and annexation request has beenreviewed by Public <br /> Works, Fire, Legal, Finance, The Sanitary District of Decatur and Macon County Zlth Department. <br /> All of the reviewers recommend the annexation be approved. <br /> STAFF REFERENCE: Questions concerning this annexation request should be forwarded to Mark <br /> Smith at 424-2790 or mismith@decaturil.gov or Billy Tyus at 424-2727 or btyus#decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: Based on the 2011 tax year, approxiately $200 in real <br /> estate, $215 in motor fuel and $195 in state income taxes may be realized by ann xing the property. <br /> I <br />
