limitation the Department of Housing and Urban Development, to care for vacant residential real <br /> estate. <br /> K. Respondent-means a person or entity who is accused of a violation. <br /> 2. CODE HEARING DIVISION. There is hereby established an Administrative Code <br /> Enforcement System (hereinafter referred to as "ACES") and a City Code Hearing Division, the <br /> function of which is to expedite the prosecution and correction of violations of the city code in <br /> the manner provided by this Chapter. <br /> A. The hearing officer and such other agents or employees assigned to the department <br /> by the City Manager shall constitute the Code Hearing Division. <br /> B. The adoption of this Chapter is not the exclusive method of enforcing code violations <br /> and the establishment does not preclude the City from using other methods to enforce the <br /> provisions of its code, including the filing of suit in.courts of competent jurisdiction. <br /> 3. JURISDISTION. An administrative adjudication proceeding under this Chapter may <br /> be initiated for any alleged City Code violation. <br /> 4. VIOLATION NOTICE PROCEDURE. A proceeding under this Chapter shall be <br /> instituted upon the filing of a written Violation Notice and Complaint by an authorized official of <br /> the City for a violation of any ordinance under the Code. Said Violation Notice and Complaint <br /> shall constitute prima facie evidence of the violation cited. <br /> A. A Violation Notice and Complaint shall be certified and shall contain, but shall not be <br /> limited to, the following information, as applicable: <br /> (1) The name and address of the party alleged to have violated the ordinance, if <br /> known; <br /> (2) The date, time and place of the violation; <br />
