T12-0135 IT IS FURTHER ORDERED that the City shall be responsible for. the future operation and maintenance of traffic signals, signing and pavement markings at the highway intersection and the grade crossing, and the costs thereof, except the city shall not be responsible for maintenance or costs associated with the crossbuck signs; IT IS FURTHER ORDERED that after the railroad circuitry work herein required has been completed, the Decatur Junction Railway Company and Topflight Grain Cooperative or their successors or assigns shall not take any action which would result in a reduction of the minimum preemption time without approval of the Commission. IT IS FURTHER ORDERED that the Decatur Junction Railway Oompany and Topflight Grain Cooperative shall post a readily visible notice inside the railroad control cabinet at the aforesaid at-grade crossing notifying its personnel not to tape any action which would result in a reduction of the minimum railroad preemption time herein required without the approval of the Commission. An actual size copy of the notice shall be submitted to.the Commission's Rail Safety Program Administrator for approval. IT 'IS FURTHER ORDERED that the railroad preemption sequences required herein shall be utilized by the traffic control signals at the aforesaid intersections and shall not be altered in a- manner which would reduce the amount of time vehicles encroaching upon the track zone would have to clear the tracks without the approval of the Commission. IT IS FURTHER ORDERED that the City of Decatur shall post a roadily visible notice inside the traffic signal cabinet notifying persons not to alter .the railroad preemption sequences for the traffic signals at the aforesaid intersections and the interconnection for the highway-railroad crossing in a manner that would reduce the amount of time vehicles encroaching the track zone would have to clear the tracks without the approval of the Commission. The City of Decatur shall keep the:notice in the cabinet and replace it when necessary. An actual size .copy of the notice shall be i submitted to the Commission's Rail Safety Administrator for approval. IT IS FURTHER ORDERED that the Decatur Junction Railway Company.`and-'- Topflight Grain Cooperative shall file a Form 3 application with the Commission, in accordance with 92 111, Adm. Code 1535, showing details of the railroad circuitry work herein required and shall receive approval thereof by X-Resolution of this Commission before commencing the work. ITIS FURTHER ORDERED that h . t e City of Decatur shall submit ddtailed traffic i signal construction plans, including pavement markings and signage, to commission Staff and shall receive approval thereof in accordance with 625 ILCS 5/1I8c-7401 by Commission Staff before commencing with the traffic signal installation. IT IS FURTHER ORDERED that the City of Decatur, the Decatlur Junction Railway Company and Topflight Grain Cooperative are hereby required and directed to proceed immediately in .performing the work set forth hereinabove and shall complete the work within twelve (12) months from the date of this Order. 9
