i <br /> . i <br /> T12-0135 <br /> 3) The Decatur Junction Railway Company is a rail carrier engaged in-the <br /> transportation of either or both property and passengers for hire in the <br /> State of Illinois, as defined by the iCTL, 625 iLCS 5/18/c-1104(30); <br /> i <br /> . 4) Topflight Grain Cooperative with offices located at 420 W. Marion, <br /> Monticello, Illinois 61856, is owner of a common carrier railroad line <br /> running parallel to and approximately 30 feet west of Illinois Route 48, <br /> including an existing public grade crossing at Boyd Road ju'st west of the <br /> intersection*of Boyd Road and Illinois Route 48 in Decatur, Macon County, <br /> Illinois; <br /> 5) Illinois Department of Transportation (IDOT) is a State of Illinois <br /> i <br /> Department organized and existing pursuant to the Civil Administrative <br /> Code of Illinois with its principal offices located at 2300 S. Dirksen <br /> Parkway, Springfield, Illinois 62764; I <br /> 6) The recitals of fact and conclusions of law contained in the prefatory <br /> portion of this Order are supported by the record and are hereby adopted <br /> as findings of fact and conclusions of law; <br /> 7). IDOT has determined that traffic, signals should be installed at the <br /> intersection of Illinois Route 48 (a State Highway) and Boyd Road, and <br /> has directed the City of Decatur to install the traffic signals and all other <br /> necessary geometric roadway improvements at the said intersection. <br /> 8) The traffic signals should be installed consistent with-the specifications as <br /> recommended in the document entitled "Warning Time Study," attached to <br /> and made part of the Petition; <br /> 9) It is in the interest of public safety and convenience that the <br /> interconnection of the highway traffic signals with the railroad circuitry, <br /> requested by the City of Decatur be implemented;. <br /> 10) A supervisory interconnect system should be installed interconnecting the <br /> traffic signals with the Boyd Road grade crossing (AAR/DOT #930 462H) <br /> of the DJR and Topflight track in Decatur, Illinois, consistent with the <br /> specifications recommended in the document entitled "WarningTime <br /> Study," attached to the Petition and made a part thereof, and further <br /> subject to approval of final specifications by the Commission'as provided <br /> hereinbelow; the interconnect circuitry shall be designed to provide for a <br /> minimum of twenty-five.(25) seconds preemption time; <br /> 11) The' City should be responsible for the installation, and the future <br /> operation and maintenance, and costs thereof, of the interconnect circuitry i <br /> from the traffic signals to the railroad control cabinet; i <br /> i <br /> 5 . <br />
