Stantec <br /> MACON COUNTY <br /> MULTI-HAZARD MITIGATION PLAN <br /> correlation with geographic information systems (GIS) to estimate structural vulnerability <br /> and critical facilities that are located within area floodplains. <br /> • Illinois State Hazard Mitigation Plan. The state hazard mitigation plan was useful in <br /> providing information for each hazard (i.e. identifying hazards), vulnerability classes, and <br /> assessment methods. http://www.state,i1,us/iema/planning/planning.htm <br /> • National Flood Insurance Program (NFIP). The County and each of the communities, with <br /> the exception of Argenta, Harristown, City of Macon, Maroa, Niantic, Oreana, and <br /> Warrensburg, enrolled in the NFIP. The NFIP establishes standards for development in <br /> the floodplain and provides flood insurance to property owners. The NFIP also maintains <br /> a database, which contains information regarding the number and value of flood insurance <br /> policies in each jurisdiction, the value of any claims paid, and the number of repetitive loss <br /> structures in the communities. <br /> • Upper Sangamon River Discovery Project. The Upper Sangamon Watershed Discovery <br /> Project was a partnership with the University of Illinois, ISWS, and FEMA to initiate <br /> FEMA's "Risk Map" process. The discovery process involved coordination with watershed <br /> stakeholders, data collection and analysis, a meeting with stakeholders in the watershed, <br /> and development of recommendations for future Risk MAP projects based on an analysis <br /> of data information gathered throughout the process. This information helped determine <br /> hazard impacts to Macon County. <br /> • Illinois State Water Survey (ISWS) Drouqht Study. The ISWS studied the potential <br /> impacts on the Mahoment Aquifer and Surface Reservoirs. The Decatur area was part of <br /> that study. This study examined the impact of current and future water demands on the <br /> streams and aquifers in east-central Illinois through the use of computer-based models. <br /> This study was incorporated into the Drought hazard of this plan. <br /> www.isws.illinois.edu/pubdoc/CR/ISWSCR2011-08.pdf <br /> • Lake Decatur Dam Operations and Maintenance Plan (O & M). The City of Decatur uses <br /> a current Operation and Maintenance Plan for Lake Decatur Dam. This document <br /> identifies the responsibility to perform routine operation and maintenance of the dam and <br /> appurtenances. This O & M manual is referenced within the Dam/Levee section of this <br /> plan. <br /> These plans, reports, and studies are incorporated or referenced throughout the Plan. If any <br /> plans, report, or studies were not included in the plan or if new documents are published, they <br /> may be added to the Plan during the next update. <br /> 3.0 Hazard Risk Assessment <br /> In order to identify and prioritize mitigation actions for Macon County, the vulnerabilities and <br /> risks posed by each hazard to the community's population and infrastructure must be identified <br /> and calculated. Risk is defined as the combination of probability of a hazard occurring and the <br /> damage caused by the hazard. It is often expressed in terms of damage dollars per year or <br /> One Team.Infinite Solutions. <br /> 12 <br />
