i
DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2013-17
October 1, 2013
TO: Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management 141
SUBJECT: Professional Engineering Services Agreement
Chastain&Associates LLC
Lake Decatur Dredging Basins 1 through 4 & Oalkley Sediment Basin
Rehabilitation- City Project W1314
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing a professional engineering services agreement
for Lake Decatur Dredging Basins 1 through 4 and Oakley Sediment Basin Rehabilitation with
Chastain &Associates LLC at a cost not to exceed $897,900.
BACKGROUND:
In 2005 the City Council authorized a professional services agreement Vvith Chastain for the
Lake Decatur Basin 1 dredging project. Over the past 8 years Chastain has provided significant
Basin 1 dredging project services. Additionally, due to extended dry periods and two droughts
since 2005, Chastain also provided significant alternative water supply services. Recently,
Basins 2, 3 & 4 were added to the dredging project, which increased Chastain's workload by
approximately 40%.
Chastain has done an admirable job providing the City with these additional professional
services. However, due to this additional work, the 2005 agreement's authorized spending limit
of $1,041,100 has been reached. Therefore, a new agreement is required to complete the
contract documents to bid out the reconstruction of the Oakley Sediment Basin (to store the
dredged material from Basins 1 through 4) and dredge Basins 1 through 4, The agreement also
includes construction administration for the reconstruction and dredging. In summary, the
agreement consists of four major tasks for a total cost not to exceed $897,900:
Task Cost Not to Exceed
Project Administration and Management $52,403
Completion of the 2013 Contract Documents for Dredging $381975
Rehabilitation of the Oakley Sediment Basin $357,818
Construction Administration of Dredging $409,704
Total $80,900
