Mass Transit Memorandum
No. 082613-1
August 26,2013
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator
i
SUBJECT: Purchase Order for a Transit Bus Engine Replacement
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: Purchase Order for a Transit bus engine repl4cement to Truck
Centers, Inc.
BACKGROUND: Transit's Maintenance Department is not qualified to do overhauls of
bus engines or to replace engines. That work is assigned to private
firms that specialize in these repairs. Since January 1, 2011, the
Transit System has had the following major dngine repairs on its 22
buses and 2 trolleys:
Oct., 2011 Bus #9111 Engine Overhaul $19,965
Dec., 2011 Bus # 9918 Partial En 'n ' Overhaul $12,053
Feb., 2012 Bus#9112 Engine Re la ement $22,250
Aug., 2012 Bus#9103 Engine Overhaul $18,854
Dec., 2012 Bus#9917 Partial En 'n Overhaul $11,969
A mechanic from Cummins Crosspoint recently evaluated the engine
failure on bus#9101 and advised staff that the best and least
expensive solution is to replace that engine xith a reconditioned
engine. Attached are three bids for replacing the engine. The
attached bid tabulation shows that Truck Centers, Inc. is the lowest
bidder, and the next lowest bidder is $2,020 higher. The bid
tabulation also shows the warranty period to be provided by each
company. All three bidders offered a 2 year,1100,000 mile warranty.
Note that the bid tabulation does not include the cost of towing, which
will be arranged separately by staff.
Staff recommends that a Purchase Order be awarded to the lowest
bidder, Truck Centers, Inc. Staff noted that the company has done
engine repairs for the Transit System in the past and Maintenance staff is
confident that the firm is qualified and capable of doing this work, and is
familiar with this particular engine. Therefogle staff recommends that a
Purchase Order be awarded to Truck Centersb Inc. in the not to exceed
amount of$20,980.28.
i
