Marley, P.E., Public Works Director SUBJECT: Hickory Point Township Pavement Maintenance Reimbursement, City Project 2013-26 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution authorizing the expenditure of up to $45,000 to be paid to the Hickory Point Township as reimbursement for installing a cape seal surface treatment on various City streets as part of the Township's 2013 pavement maintenance work. PRIOR COUNCIL ACTION: There have been no prior Council actions on this item. BACKGROUND: Maintenance of Streets with Multiple Jurisdictions As the City annexes land, it also receives jurisdiction township streets that are adjacent to the annexed area. Over the years, this practice has left some streets with a"patchwork"of jurisdiction and shared maintenance responsibilities. The various townships in and around the City routinely perform maintenance on their streets and generally offer the City the opportunity to participate on street segments owned by the City within their work area. The City normally offers the same participation opportunity when township owned street segments are affected by City work. This interagency cooperation preserves the uniformity of the pavement surface and provides a cost effective way for the City to maintain some of its outlying streets. As part of its 2013 pavement maintenance work,the Hickory Point Township proposes to install a cape seal pavement treatment on the City owned streets shown on the attached location maps. Cape seal treatments consist of chip sealing the street and topping that with a micro surface treatment. The City generally realizes a cost savings when working with the townships on these projects since the townships perform their own chip seal work and ask the city to reimburse them only for materials. This combining of work has proven beneficial to both the City and the townships. SCHEDULE: The Hickory Point Township intends to complete this work within the next two months. Page 11
