I
COUNCIL MEMORANDUM
#2013-11
Date: August 1,2013
To: Mayor McElroy and City Council Members s
From: Ryan McCrady,City Manager I
Keith Alexander,Director of Water Management
j
Re: Professional Services—Nelson Park USACE Permit Application
t
i
Attached is a proposal from Edgewater Resources to assist the City of Decatur and the Decatur Park f
District with gaining the proper-governmental agency permits for the proposed improvements to Nelson
Park and Basin 2 of Lake Decatur. These improvements are defined in the master plan adopted by both
parties and included as part of the overlay district recently approved by the City Council.
It is most efficient to invest the time and effort to gain permits and approval for all the planned Basin 2
improvements as opposed to seeking approval as each phase is nearing construction. Although the
permitting process proposed could be lengthy, it will avoid construction and development delays in the
future and allow for a more efficient planning process. f
Beginning the permit application process does not finalize the future improvements and management of
the docks and marinas. Additional public meetings and discussions will be scheduled in the Fall of 2013
to chart a final course of action.
The City of Decatur and the Decatur Park District will share the expenses for the professional services
provided by Edgewater Resources. The attached ordinance will obligate the City to an amount not to
exceed $50,000 to fund these services. The permitting process could take 12 to 18 months to
complete. Work will begin as soon as the agreement is signed by all parties.
Myself and other City Staff will be available to answer any questions before and during the August 5`h,
2013,meeting.
