COUNCIL COMMUNICATION FORM f PURCHASING& INTERNAL SERVICES MEMORANDUM #13-04 June 26, 2013 TO: Honorable Mayor McElroy and City Council FROM: Ryan P. Perry, Purchasing Supervisor SUBJECT: Bids for turn out gear SUMMARY RECOMMENDATION: Staff recommends awarding contract to Municipal Emergency Services to furnish seventeen (17) sets of Globe G-Xtreme turn out gear which consists of a coat and pair of pants. BACKGROUND: The turn out gear will be used by the Fire Department and will replace sets that are 5 years old and older. The National Fire Protection Association requires turn out gear be replaced when needed, but no older than 10 years old. The Fire Department replaces their gear on a 5 year cycle because they have found that to be most cost effective. The Fire Department has experienced several problems in the past with the Fire Dex gear bid by AEC Fire & Safety. They ordered thirteen (13) sets of gear last year. When the order arrived,the turn out coats did not have the proper flashlight holder installed. The coat pockets were to be lined with Kevlar, but only the bottom third of the pocket was lined. The liner in the forearm area rode up on the user's arm when crawling on his hands and knees. The bid of Municipal Emergency Services for the Globe G-Xtreme style meets the City of Decatur specifications. The Fire Department received a grant from the State Fire Marshal's Office for this purchase. POTENTIAL OBJECTION: None INPUT FROM OTHER SOURCES: The Fire Department requested the turn out gear and recommends approval of bid. STAFF REFERENCE: Matt Sekosky, Fire Chief, 424-2811.
