BACKGROUND: <br /> Project Status <br /> After receiving a $1.5M Illinois Jobs Now! (IJN) grant, the Brush College Road project began in <br /> 2010 with an initial objective to determine a preferred solution and preliminary design to eliminate <br /> the traffic bottleneck and safety concerns surrounding the Brush College Road underpass at the <br /> Norfolk Southern rail yard. As the study progressed, it became evident that traffic delays would <br /> still occur after any improvements at the underpass if the at-grade railroad crossing at Brush <br /> College Road at Faries Parkway was not also improved. In November 2011, the project scope was <br /> increased to include the study of the intersections of Brush College Road with William Street and <br /> Brush College Road with Faries Parkway. <br /> Change Order#2 <br /> The project is approximately 90% complete and URS is completing various reports required by <br /> the Illinois Department of Transportation(IDOT)and the Federal Highway Administration <br /> (FHWA). A final public hearing will also be required after IDOT and FHWA approves those <br /> reports. Throughout the preliminary engineering for the project, there were a number of additional <br /> work items that have become necessary. These were unknown at the time the scope of work for <br /> the original contract and Change Order#1 was prepared. <br /> 1. IDOT & FHWA determined that instead of processing as a Categorical Exclusion(CE), <br /> the project should be processed as an Environmental Assessment (EA). The EA requires a <br /> higher level of effort and study than a CE. <br /> 2. While performing the Intersection Design Study of the required improvements at the <br /> William Street intersection with Brush College Road, IDOT requested that the consultant <br /> study a roundabout alignment at the intersection. This study was not included in the <br /> Change Order#1 amount. <br /> 3. The original contract and Change Order#1 included work to prepare Type, Size and <br /> Location(TS&L) drawings for the bridges included in the project. Due to the size and <br /> span of the structures, additional Mechanically Stabilized Earth(MSE) walls are required. <br /> IDOT requires that TS&L drawings be prepared for these walls in addition to the bridges. <br /> 4. With the increase in study area, there are more properties impacted by future roadway <br /> improvements. This increased work related to public contact. <br /> As this work was not anticipated or included in the original contract with URS or Change Order <br /> #1, URS is requesting an additional $39,988 to account for the cost of this extra work. Exhibit 1 <br /> gives a list of the remaining tasks for this project and the anticipated costs to complete them. <br /> Amendment#2 to IDOT Agreement <br /> As a requirement of the IJN grant, the City entered into a Local Agency/ State Agreement with <br /> IDOT to fund the preliminary engineering work. The agreement was then amended in December <br /> 2011 in order for additional funds to be released for the Change Order#1 with URS, as well as, to <br /> pay for preliminary engineering work with the Norfolk Southern Railway Company. Amendment <br /> #1 increased the total cost of the project to $1,426,000. <br /> Amendment #2 must be executed in order to release additional monies from the IJN grant to allow <br /> for Change Order#2. The total cost of the project will be increased to $1,466,000. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> Page 12 <br />
