Public Works Memorandum
NO. 2013-29
DATE: June 10,2013
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Downtown Streetscape and Open Space Enhancement Program—
Change Order No. 1 to the Central Park Streetscape Enhancement Project,
City Project 2012-14
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve a resolution authorizing Change Order No. 1 to the
contract for the Central Park Streetscape Enhancement Project, City Project 2012-14, in the amount
of$32,559. The proposed change order is to install a control cabinet and wiring to provide power
for outdoor festivals along the north side of Central Park. Change Order No. 1 is in addition to the
current contract price of$1,735,022.08 for a total adjusted Contract amount of$1,767,581.08.
PRIOR COUNCIL ACTION:
Appendix A provides a summary of prior Council actions related to the downtown streetscape and
the Central Park Streetscape project.
BACKGROUND:
Current Status of the Central Park Streetscape Project
The Central Park Streetscape Project is approximately 99% complete and should be at or near full
completion by the June 17 City Council meeting. The pergolas are to be installed on the southwest
corner of the park during the week of June 10. The driveway into the old Barnes parking garage
should be complete and final striping of North and South Park Streets should be near completion.
The City is preparing to purchase street furniture to install in the downtown. Street furniture will
include benches, trash receptacles, tables with attached chairs, and planters. These are expected to
be installed this summer.
Festival Power
A key component to the downtown streetscape work was to install underground conduits to provide
power to street festivals. This is to replace the old method of stringing overhead wiring on the street
light poles which will overstress them. Underground conduits and future cabinet pads were
installed on both the Main Street and Water Street streetscape projects. Similar conduits are
planned for the Franklin Street Streetscape project which is currently planned to begin in 2014.
Page I 1
