ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 13-44
May 24, 2013
TO: Honorable Mayor Michael T.McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus,Assistant City Manager
Richelle Irons, Director of Neighborhood Services
Vasudha Pinnamaraju, Environmental Planner
SUBJECT: Resolution to Receive and File Southside TIF Joint Review Board Report
SUMMARY RECOMMENDATION: Staff recommends that the attached report generated as a
result of the May 16, 2013 meeting of the Southside TIF Joint Review Board be received and
filed.
BACKGROUND: The City has been working on specifications related to the proposed
renovation and lease of property at 707 Southside Drive for Decatur Police Department
operations. The City is considering the creation of a TIF district for the area in an effort to
facilitate the development of this project and, potentially, others on the site in the future. The
establishment of a TIF district would greatly enhance our ability to encourage other commercial
development on site. The TIF Statute requires that a Joint Review Board consisting of local
taxing bodies and a community member be convened as part of the process and that the board
forward a recommendation to the City Council. The board met on May 16, 2013 and recommend
that the City Council should approve both the Southside Tax Increment Redevelopment Plan
(the "Plan") and the Southside Redevelopment Project Area (the "Area") pursuant to the Tax
Increment Allocation Redevelopment Act.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: We have had discussions with the major taxing districts
to notify each of the proposal to create a TIF district to affect redevelopment of the site.
STAFF REFERENCE: Any additional questions may be forwarded to Billy Tyus at 424-2727
or at btyus@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
