City of Decatur <br /> Grand Avenue TIF <br /> Joint Review Board <br /> WHEREAS,the City of Decatur, Illinois is considering the adoption of the Grand <br /> Avenue Tax Increment Redevelopment Plan(the "Plan") and the Grand Avenue <br /> Redevelopment Project Area(the "Area")pursuant to the "Tax Increment Allocation <br /> Redevelopment Act", 65 ILCS 5/11-74.4-1 et. seq. (the "Act"); and <br /> WHEREAS,pursuant to the requirements of the Act, the City of Decatur has convened a <br /> Joint Review Board for the purpose of reviewing the Plan and the Area; and <br /> WHEREAS,the Joint Review Board has examined the Plan,the public record, planning <br /> documents and the proposed ordinance approving the Plan; and <br /> WHEREAS,the Joint Review Board desires to recommend approval of the Plan and the <br /> Area. <br /> NOW,THEREFORE, BE IT RESOLVED THAT: <br /> Section 1. The Grand Avenue TIF Joint Review Board hereby recommends that the City <br /> Council of the City of Decatur, Illinois should approve the Plan and the Area pursuant to <br /> the Act. <br /> Section 2. The report attached hereto and made a part hereof reflects that the Plan meets <br /> one or more objectives of the Act and the plan requirements and the eligibility criteria <br /> defined in Section 11-74.4-3 of the Act has been met. <br /> Section 3. The Plan and Area satisfy the plan requirements and the eligibility criteria set <br /> forth in 11-74.4-3 of the Act. <br /> Section 4.
