McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Richelle Irons, Director of Neighborhood Services <br /> SUBJECT: Resolution to Receive and File Grand Avenue TIF Joint Review Board Report <br /> SUMMARY RECOMMENDATION: Staff recommends that the attached report generated as a <br /> result of the March 14, 2013 meeting of the proposed Grand Avenue TIF Joint Review Board be <br /> received and filed. <br /> BACKGROUND: The City has been working with Niemann Holdings, LLC, the <br /> owner/operator of both the Save-A-Lot and County Market stores in Decatur, on a potential <br /> redevelopment project and on the possible creation of a Tax Increment Financing District. The <br /> project is being proposed for the area generally bound by Oakland Avenue to the East, IL Route <br /> 48 to the West, Leafland Avenue to the South and Grand Avenue to the north. The TIF Statute <br /> requires that a Joint Review Board consisting of local taxing bodies and a community member be <br /> convened as part of the process and that the board forward a recommendation to the City <br /> Council. The board met on March 14, 2013 and recommend that the City Council should <br /> approve both the Grand Avenue Tax Increment Redevelopment Plan and the Grand Avenue <br /> Redevelopment Project Area pursuant to the Tax Increment Allocation Redevelopment Act. <br /> POTENTIAL OBJECTION: None. <br /> INPUT FROM OTHER SOURCES: <br /> STAFF REFERENCE: Any additional questions may be forwarded to Billy Tyus at 424-2727 or <br /> at btyus@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: None. <br />
