Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Appropriating Motor Fuel Tax Funds for Street Improvements <br /> City Project 2013-08 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution appropriating <br /> $1,710,000 in Motor Fuel Tax(MFT) funds for the proposed 2013 street improvement project <br /> and that the Mayor be authorized to sign said resolution, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> Each year the City Council appropriates MFT funds for street improvement work. MFT funds are <br /> allocated for street improvement work as part of the Stub Year 2013 Capital Improvement Plan. <br /> BACKGROUND: <br /> Motor Fuel Taxes are levied and collected by the State of Illinois; funds are allocated to local <br /> agencies and are administered by the Illinois Department of Transportation(IDOT). The City is <br /> required to adopt a resolution specifying the allocation of MFT funds to their intended projects. <br /> IDOT must receive an MFT appropriation before they will approve project specifications. <br /> Proposed 2013 Asphalt Street Improvement <br /> The resolution appropriates $1,710,000 in MFT funds for asphalt street work which will be the <br /> proposed 2013 Street Restoration project, City Project 2013-08. The Street Restoration project <br /> is part of the annual maintenance program that generally consists of milling off a portion of an <br /> existing asphalt street surface and placing a new asphalt concrete surface course that restores the <br /> integrity of the street surface. The 2013 project will perform mill and overlay work on the <br /> downtown streets that were affected by the 2012 streetscape projects. The funds allocated to do <br /> mill and overlay work for Main Street between Eldorado and Wood Street are taken from the <br /> funds IDOT paid the City in the jurisdictional transfer of Route 51 through downtown. <br /> This year's project will also include reconstructing Maple Court, Graceland Court, and Ridge <br /> Drive as shown on the attached maps. Reconstruction generally involves the full removal of the <br /> pavement, stabilizing the base material with cement, and then relaying an asphalt surface. <br /> Page I 1 <br />
