COUNCIL MEMORANDUM
#2013-03
DATE: February 26, 2013
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Gerard J. Bauer, Assistant City Manager
SUBJECT: Amendment to Firefighters' Post Employment Health Plan Agreement
SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached
resolution authorizing an amendment to the Fire Fighters' Post Employment Health Plan
Participation Agreement with Nationwide Retirement Solutions, Inc.
BACKGROUND: Per the current collective bargaining agreement between the City of Decatur
and the International Association of Fire Fighters (IAFF) Local 505, the City participates in the
Post Employment Health Plan (PEHP) sponsored by Nationwide Retirement Solutions, Inc.
(NRS) for the benefit of the bargaining unit members. This program sets aside money annually
for Fire Fighters to use after retirement to pay unreimbursed medical expenses.
In the Fall of 2011, the PEHP advisory committee voted to designate Nationwide Trust
Company, FSB, an affiliate of Nationwide Retirement Solutions, to serve as the successor
trustee to Bank of America for the Nationwide Post Employment Health Plans.
The change in trustee required changes to the trustee references in Section 10 of the City's
Employer Participation Agreement for the Nationwide PEHP. Additionally, changes have been
made to Sections 11 and 12 to reflect current program operations. Nationwide has requested
that the attached amendment reflecting these changes be approved by all program participants,
including the City of Decatur.
POTENTIAL OBJECTIONS: There are no known objectors to this requested action.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Questions regarding the amendment should be directed to Jerry Bauer,
Assistant City Manager, at 424-2801 or jbauer[cdecaturil.gov.
BUDGETITIME IMPLICATIONS: This change will have no budgetary impact on the City, and
will take effect at the time the amendment is fully executed.
attachments
1.
