COUNCIL MEMORANDUM
#2013-02
DATE: February 26, 2013
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Gerard J. Bauer, Assistant City Manager
SUBJECT: 2012 Decatur PBPA Collective Bargaining Agreement
SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached
resolution regarding the 2012-2015 Decatur PBPA labor agreement with the City of Decatur.
BACKGROUND: The Police bargaining unit labor agreement with the City expired on April 30,
2012. Since that time, the parties have undertaken both interest-based and traditional
bargaining, with the aid of the Federal Mediation and Conciliation Service, to reach a successor
agreement. The terms of that agreement have now been approved by the Union membership.
Staff recommends the agreement also be approved by Council.
Terms of the three-year contract include: annual across-the-board wage increases of 2% the
first year of the contract and 2.25% per year for each of the last two years; annual employee
health insurance premium contribution changes that equal the overall percentage premium
change each year for both single and family coverage, to a maximum of 7.5% per year, starting
May 1, 2014; residency within Macon County for K-9 Officers, and within the County or
municipalities extending into the County for new hires as of May 1, 2013; shift differential for all
probationary officers in the field training program; use of accumulated compensatory time for
suspensions at the employee's discretion; sick leave use for illnesses and injuries of immediate
family members; binding arbitration only for suspensions in excess of three days (instead of the
current two days); modification of the health insurance benefits exhibit to reflect requirements of
the Affordable Care Act; and various other changes in language.
POTENTIAL OBJECTIONS: There are no known objectors to this agreement.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry Bauer,
Assistant City Manager, at 424-2801 or jbauer decaturil.gov.
BUDGETITIME IMPLICATIONS: This is a three year agreement expiring April 30, 2015.
Budgeting for it will extend into fiscal year 2015.
attachments
