DEVELOPMENT SERVICES MEMORANDUM <br /> Memo No. 13-08 <br /> February 19, 2013 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> SUBJECT: Amendment to Intergovernmental Cooperation Agreement with the Decatur <br /> Civic Center Authority <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution <br /> authorizing the Mayor to sign the amendment to the Intergovernmental Cooperation <br /> Agreement Dated November 24, 1980 between the City and the Decatur Civic Center <br /> authority. <br /> BACKGROUND: In October 2010 the City approved a redevelopment agreement with <br /> Archer Daniels Midland Co. to help facilitate the move of hundreds of ADM employees <br /> downtown. Part of that agreement called for allowing ADM to lease 157 parking spaces <br /> in the Civic Center parking lot at no charge as soon as ADM located more than 600 <br /> employees downtown between the Global Training Center and the new building at 350 N. <br /> Water St., which they have done. This amendment would facilitate parking in the Civic <br /> Center lot, if needed. Even with the addition of ADM vehicles, the lot is still large <br /> enough to facilitate both city employee and public parking. <br /> POTENTIAL OBJECTION: None. <br /> INPUT FROM OTHER SOURCES: N/A <br />
