ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. 13-07
February 11, 2013
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Richelle Irons, Director of Neighborhood Services
SUBJECT: Setting the Public Hearing for the Grand Avenue TIF Tax Increment
Redevelopment Plan and Project.
SUMMARY RECOMMENDATION: Staff recommends setting the Public Hearing for
the Grand Avenue TIF Tax Increment Redevelopment Plan and Project for 5:30 p.m. on
Tuesday April 16, 2013 in the City Council Chamber at the Decatur Civic Center.
BACKGROUND: The City has been working with Niemann Holdings, LLC, the
owner/operator of both the Save-A-Lot and County Market stores in Decatur, on a
potential redevelopment project and on the possible creation of a Tax Increment
Financing District. The project is being proposed for the area generally bound by
Oakland Avenue to the East, IL Route 48 to the West, Leafland Avenue to the South and
Grand Avenue to the north. The TIF Statute requires the City to formally adopt the date
and place for a public hearing as part of the process of establishing a TIF district.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: We have had discussions with the major taxing
districts to notify each of the proposal to create a TIF district to affect redevelopment of
the site. We also recently held a meeting with residents in the area to discuss the
proposed project and TIF district creation and there were no concerns raised.
STAFF REFERENCE: Any additional questions may be forwarded to Billy Tyus at
424-2727 or at btyusgdecaturil.gov
BUDGET/TIME IMPLICATIONS: N/A
