Item Coversheet Page 1 of 2 <br /> Water Management <br /> 2015-11 <br /> DATE: 8/11/2015 <br /> TO: Honorable Mayor Julie Moore-Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br /> Keith Alexander,Director of Water Management <br /> Jerry Stevens,Engineering Services Coordinator <br /> SUBJECT: Water Main Encasing Project at the Norfolk Southern Rail Yard <br /> SUMMARY RECOMMENDATION: City Council approve the attached resolution authorizing an expenditure of <br /> $53,694.44 to Burdick Plumbing&Heating Company,Inc.for the Water Main Encasing Project at the Norfolk Southern <br /> Rail Yard. <br /> BACKGROUND: <br /> The City of Decatur owns water mains under the Norfolk Southern Rail Yard. See attached site map for location. The blue <br /> lines are the City's water mains. Per the agreement with Norfolk Southern allowing the City to have water mains under <br /> Norfolk Southern property,the City must protect the water mains with steel casing pipe if conditions change above the <br /> water mains. On August 12,2014 Norfolk Southern notified the City that a soon to be constructed rail track required the <br /> City to encase 45 feet of an existing 20 inch water main within 30 days. <br /> On August 21,2014 former City Manager Ryan McCrady authorized that a local contractor perform this work in advance of <br /> City Council approval due to: 1)City staff not having the expertise and equipment to perform the work,and 2)The <br /> challenging time constraint to have the work completed within the required 30 days.City code chapter 46 allows the city <br /> manager to respond in this manner to emergency situations.The water main needed to be encased quickly to preserve public <br /> health and safety. <br /> Burdick Plumbing&Heating was assigned to perform the work as they had the expertise,equipment and labor available to <br /> complete the work on time. The delay in presenting this to the City Council is due to the final invoice not being delivered <br /> to the City until June 30,2015. <br /> POTENTIAL OBJECTIONS: None known. <br /> INPUT FROM OTHER SOURCES:None <br /> BUDGET/TIME IMPLICATIONS: Funding for this project is available in the Water Capital Fund.
