Marley, P.E., Public Works Director SUBJECT:Ordinance Prohibiting Truck Traffic on East Kenwood Avenue between North Main Street and North Martin Luther King Jr. Drive SUMMARY RECOMMENDATION: It is recommended by Staff that the City Council approve the attached Ordinance prohibiting truck traffic on East Kenwood Avenue between North Main Street and North Martin Luther King Jr. Drive, that the Mayor be authorized to sign, and the City Clerk to attest. PRIOR COUNCIL ACTION: There have been no prior Council actions regarding the prohibition of truck traffic on East Kenwood Avenue between North Main Street and North Martin Luther King Jr. Drive. BACKGROUND: On July 23, 2015,the Traffic &Parking Commission approved a request from City staff recommending that vehicles of the second division, Class C or higher, be prohibited from traveling along East Kenwood Avenue between North Main Street and North Martin Luther King(MLK)Jr. Drive. Class C or higher vehicles are vehicles with a gross vehicle weight rating above 16,000 pounds or that which is towing another vehicle. Vehicles of the second division are defined by the Illinois Vehicle Code as: Those motor vehicles which are designed for carrying more than 10 persons, those motor vehicles designed or used for living quarters, those motor vehicles which are designedfor pulling or carrying freight, cargo or implements of husbandry, and those motor vehicles of the First Division remodeled for use and used as motor vehicles of the Second Division. Staff recommends truck traffic be prohibited based on comments from residents along East Kenwood Avenue about the number of large trucks traveling down the street to reach the industrially zoned area to the east of N. MLK Jr. Drive. Many other preferred routes exist for large trucks to access this industrial area. This prohibition will not apply to vehicles making service calls or deliveries tot he properties along the stretch of road that this prohibition applies. This prohibition will also not apply to emergency vehicles or school buses. PROJECT DESCRIPTION: Standard truck prohibition signs will be placed at the entrances to E. Kenwood Avenue as shown on the attached drawing. BIDDING: Bidding not applicable to this project. RECOMMENDED AWARD:Recommended Award not applicable to this project. CONSULTANT SELECTION PROCESS: Consultant Selection Process not applicable to this project. POTENTIAL OBJECTIONS: No objections anticipated. INPUT FROM OTHER SOURCES:Traffic &Parking Commission SCHEDULE: Installation is normally completed within 10 days of Council authorization.
