Marley, P.E., Public Works Director <br /> SUBJECT:Ordinance Prohibiting Truck Traffic on East Kenwood Avenue between North Main Street and North <br /> Martin Luther King Jr. Drive <br /> SUMMARY RECOMMENDATION: It is recommended by Staff that the City Council approve the attached Ordinance <br /> prohibiting truck traffic on East Kenwood Avenue between North Main Street and North Martin Luther King Jr. Drive, that <br /> the Mayor be authorized to sign, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: There have been no prior Council actions regarding the prohibition of truck traffic on East <br /> Kenwood Avenue between North Main Street and North Martin Luther King Jr. Drive. <br /> BACKGROUND: <br /> On July 23, 2015,the Traffic &Parking Commission approved a request from City staff recommending that vehicles of the <br /> second division, Class C or higher, be prohibited from traveling along East Kenwood Avenue between North Main Street <br /> and North Martin Luther King(MLK)Jr. Drive. Class C or higher vehicles are vehicles with a gross vehicle weight rating <br /> above 16,000 pounds or that which is towing another vehicle. Vehicles of the second division are defined by the Illinois <br /> Vehicle Code as: <br /> Those motor vehicles which are designed for carrying more than 10 persons, those motor vehicles designed or used for <br /> living quarters, those motor vehicles which are designedfor pulling or carrying freight, cargo or implements of <br /> husbandry, and those motor vehicles of the First Division remodeled for use and used as motor vehicles of the Second <br /> Division. <br /> Staff recommends truck traffic be prohibited based on comments from residents along East Kenwood Avenue about the <br /> number of large trucks traveling down the street to reach the industrially zoned area to the east of N. MLK Jr. Drive. Many <br /> other preferred routes exist for large trucks to access this industrial area. This prohibition will not apply to vehicles making <br /> service calls or deliveries tot he properties along the stretch of road that this prohibition applies. This prohibition will also not <br /> apply to emergency vehicles or school buses. <br /> PROJECT DESCRIPTION: Standard truck prohibition signs will be placed at the entrances to E.
