Marley, P.E., Public Works Director <br /> SUBJECT: Resolution to Approve a License Agreement with Ameren Illinois Company <br /> for the Installation of Tiebacks under Parking Garage C. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing an <br /> agreement with Ameren Illinois Company (Ameren) to install tiebacks under the south east <br /> corner of the foundation of Parking Garage C (northeast corner Franklin/Wood) for the purpose <br /> of anchoring a sheet piling retaining wall on their property. <br /> PRIOR COUNCIL ACTION: <br /> There has been no prior Council action on this item. <br /> BACKGROUND: <br /> Ameren is proposing to remove polluted soils from an old coal gasification plant that was located <br /> on Ameren's electric sub-station site, east of Parking Garage C and west of Martin Luther King <br /> Jr. Drive. To protect the structural integrity of the parking garage during the excavation which <br /> may reach 30 feet deep, Ameren proposes to install sheet piling on their property adjacent to the <br /> garage footing (see attached Exhibits A and B). To provide the structural strength necessary for <br /> the sheet piling to hold the footing pressures, tiebacks will be installed into the soil below the <br /> foundation of Garage C to anchor and strengthen the sheet piling. The sheet piling wall is <br /> necessary to restrain the soil under Parking Garage C to preserve the structural integrity of the <br /> parking garage while Ameren excavates the soil on their property. There will be no cost to the <br /> City and Garage C will remain open and accessible. <br /> At the completion of Ameren's work the tiebacks will be cut and left in place as the excavation is <br /> backfilled. Ameren vehicles may require access to Garage C to complete their work. <br /> SCHEDULE: The soil remediation work will be completed in 2013. <br /> BUDGET AND STAFFING IMPLICATIONS: <br /> Budget Impact: This agreement includes no cost to the City. <br /> Page I 1 <br />
