Mass Transit Memorandum No. 120712-1 December 7, 2012 TO: Honorable Mayor McElroy and City Council FROM: Ryan McCrady, City Manager Paul McChancy, Mass Transit Administrator SUBJECT: Purchase Order for Construction of a Maintenance Storage Building SUMMARY Staff recommends that Council adopt a Resolution awarding a RECOMMENDATION: purchase order for construction of a maintenance storage building to the lowest bidder, Building Systems of Illinois, Inc., at the not-to- exceed price of$53,450. BACKGROUND: Maintenance staff wishes to construct a building for the storage of new and used tires. The maintenance department stores tires on 3 tire racks,totaling 66' in length. Currently, some tires are stored outside in the open and some are stored inside, taking up valuable space in the maintenance shop. Staff believes that it is important to have a storage facility where all tires can be kept out of the weather and protected from theft, without blocking areas of the maintenance shop. Staff proposes to build a 24' by 32' pole barn inside of the existing fenced area between the maintenance shop and the bus barn. (See attached floor plan and site plan.) The City's building codes require that the plans for any building be prepared by a licensed architect. Transit staff advertised for an architect to design the structure and to oversee its construction. A purchase order was awarded to The Haley Architectural Group, Inc. Staff worked with the architect in designing the plans and in putting the plans out for construction bids. Four bids were received by the bidding deadline on November 20th. The attached tabulation of bids shows that the lowest bidder was Building Systems of Illinois, Inc. The Mass Transit Administrator and the architect reviewed the bids and determined that all bids meet all of the specifications stated in the invitation for bids, with no variances, and that all bids complied with all requirements of the bidding process. Staff has determined that the lowest bidder has been responsive to the invitation for bids, and that the firm is a responsible bidder, as defined by the Federal Transit Adminis- tration. Building Systems of Illinois, Inc., is not listed on the federal government's list of vendors that are excluded or debarred from participating in federally funded contracts. The City has worked with this firm in the past, and staff is confident that the firm is qualified and capable
