COUNCIL MEMORANDUM <br /> #2012-22 <br /> DATE: November 29, 2012 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Gerard J. Bauer, Assistant City Manager <br /> SUBJECT: 2012 AFSCME Local 268 Contract <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached <br /> resolution regarding the 2012-2017 AFSCME Local 268 labor agreement with the City of <br /> Decatur. <br /> BACKGROUND: The general service employees' labor agreement with the City expired on <br /> April 30, 2012. Since that time, the parties have undertaken both interest-based and traditional <br /> bargaining, with the aid of the Federal Mediation and Conciliation Service, to reach a successor <br /> agreement. The terms of that agreement have now been approved by the Union membership. <br /> Staff recommends the tentative agreement be approved by Council. <br /> Terms of the contract include annual across-the-board wage increases of 2% per year for each <br /> of the first 3 years of the contract, and 1.75% per year for each of the last two years; annual <br /> employee health insurance premium contribution changes that equal the overall percentage <br /> premium change each year for both single and family coverage, to a maximum of 7.5% per <br /> year; establishment of a maximum 16 hour work period for all employees; various changes in <br /> overtime language; a change in summer work hours to the period from Memorial Day to Labor <br /> Day; a change in the annual vacation selection period from February to November; an <br /> increased penalty for undocumented sick leave use; inclusion of additional job classifications <br /> subject to random drug screening; documentation of the order for selecting new employees from <br /> various registers; easing of rules for employee transfers; a notice requirement for investigations <br /> that may lead to discipline; a limitation of 18 months for non-duty related leave; standardization <br /> of time limits for grievance filing and response; modification of the health insurance benefits <br /> exhibit to reflect requirements of the Affordable Care Act; and various other changes in <br /> language. <br /> POTENTIAL OBJECTIONS: There are no known objectors to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Jerry Bauer, <br /> Assistant City Manager, at 424-2801 or ibauer(a_decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: This is a five year agreement expiring April 30, 2017. <br /> Budgeting for it will span the current and next four fiscal years. <br /> attachments <br />
