AGREEMENT <br /> A.F.S.C.M.E. LOCAL 268 <br /> CITY OF DECATUR, ILLINOIS <br /> May 1, 2006 to April 30, 2011 <br /> This Agreement has been made and entered into by and between the City of Decatur, Il- <br /> linois (hereinafter referred to as the "City"), and the American Federation of State, County and <br /> Municipal Employees, AFL-CIO, Council 31 for and on behalf of Local 268 (hereinafter referred <br /> to as the "Union"). <br /> PREAMBLE <br /> In order to establish harmonious employment relations through a mutual process, to pro- <br /> vide fair and equitable treatment to all employees, to achieve full recognition for the value of <br /> employees and the vital and necessary work they perform, to specify wages, hours, benefits, <br /> and working conditions, and to provide for the prompt and equitable resolution of disputes, the <br /> parties agree as follows. <br /> ARTICLE I <br /> GENERAL <br /> Section 1. This Agreement is entered into for the purpose of promoting harmonious rela- <br /> tions between the City and the Union, the establishment of an equitable and peaceful procedure <br /> for the resolution of differences, and to promote the morale, rights, privileges and well-being of <br /> the employees of the city. <br /> Section 2. The employees of the City shall regard themselves as employees of the pub- <br /> lic and are to be governed by the highest ideals of honesty and integrity in all their public con- <br /> duct and in their personal conduct insofar as the same might reflect upon them or their repre- <br /> sentation as public employees in order that they may merit the respect and confidence of the <br /> public which employs them and which they serve. <br /> Section 3. The City recognizes the Union as the sole and exclusive bargaining repre- <br /> sentative for the purposes of establishing wages, hours and conditions of employment for all <br /> regular, full-time employees in the classifications listed in Exhibit A. <br /> Section 4. The classifications or job titles listed in Exhibit A are for descriptive purposes <br /> only. Their use is neither an indication nor a guarantee that these classifications or titles will <br /> continue to be utilized by the City. <br /> Section 5. A regular, full-time employee is an employee who is not a probationary em- <br /> ployee, and who works a regular duty week of forty hours or more, excluding temporary or sea- <br /> sonal employees, and also excluding those employees whose services are performed as part of <br /> an unemployment work-relief or work training program assisted or financed in whole or in part <br /> by any Federal agency or an agency of the State of Illinois. <br /> 3 <br />
