Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Approving the Expenditure of City Funds to Replace an Emergency <br /> Warning Siren across the Street from 1160 North Jordan Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing the Mayor to sign <br /> and the City Clerk to attest to the expenditure of City funds in the amount of$22,146.80 to Wireless <br /> USA for the purchase and installation of a new warning siren to replace the non-functioning warning <br /> siren across the street from 1160 North Jordan Street. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on the purchase of this Warning Siren. <br /> BACKGROUND: <br /> On Friday, September 14th, City staff was notified that the warning siren located across the street from <br /> 1160 North Jordan Street had smoke coming from it. Upon further investigation staff discovered that <br /> the siren cabinet had caught on fire and burnt the contactor, battery chargers and all associated wiring. <br /> In addition to the fire damage, the conduit going up to the siren must be replaced due to fire exposure <br /> and aging. <br /> The warning siren located across the street from 1160 North Jordan Street is 16 years old and has been <br /> the most problematic siren over the last 10 years. This siren has had 10 outages in the last seven years <br /> and is currently out of service. At present time the area has overlapping coverage from other sirens. <br /> However, if an adjacent siren should fail a portion of the City would not have coverage. <br /> American Signal Corporation is the manufacturer of the City owned sirens and has proprietary <br /> information in the software that runs the sirens. Wireless USA has an affiliation with American Signal <br /> Corporation to start up and commission the sirens to work. If the City were to purchase another brand <br /> of Warning Siren we may have software and/or telemetry issues with the new siren. The City could <br /> also hire another contractor to install the new warning siren but would still have to contract Wireless <br /> USA to start up and commission the siren because only installers who are affiliated with American <br /> Signal can initialize the siren. <br /> Page I 1 <br />
