PROJECT DEVELOPMENT AGREEMENT <br /> BETWEEN <br /> City of Decatur,Illinois Johnson Controls, Inc. <br /> One Gary K. Anderson Plaza AND 3007 Malmo Dr. <br /> Decatur,IL 62523 Arlington Heights,IL 60067 <br /> The purpose of this Project Development Agreement(PDA) is to confirm the intent of Johnson Controls, Inc. <br /> (JCI) and the City of Decatur(City)to develop a performance based contract to improve infrastructures and <br /> reduce energy and operating costs at identified infrastructure owned by the City. This agreement will provide the <br /> basis of the scope of the PDA,the obligations of both parties,the financial metrics to be met,the intended <br /> outcomes and timeline. <br /> 1. Scope of Work <br /> It is the Parties' mutual understanding that this Project Development Agreement will include the facilities and <br /> public infrastructure as listed below. The South Water Treatment Plant and Water Metering System Conversion <br /> to Automatic Meter Reading System are the highest priorities for this project: <br /> • City Street Lighting <br /> • Civic Center <br /> • Downtown Decatur Security Cameras <br /> • Fiber Optic System to Interconnect City Facilities <br /> • Hydroelectric Energy Generation at Lake Decatur Dam <br /> • Library <br /> • Mass Transit Buildings (Administration, Bus Barn& Transit Center) <br /> • Municipal Services Center <br /> • Raw Water Pump Station <br /> • Seven Fire Stations <br /> • Solar Thermal Opportunities <br /> • Smart Grid/Cloud Network for City Operations <br /> • South Pressure Zone Pump Station <br /> • South Water Treatment Plant <br /> • Transfer House <br /> • Water Metering System Conversion to Automatic Meter Reading System <br /> • William Street Pump Station <br /> Page 1 of 4 <br />
