INTERGOVERNMENTAL AGREEMENT
FOR
PHASE ONE-PART A OF DECATUR LAKEFRONT DEVELOPMENT
CITY OF DECATUR (City) and DECATUR PARK DISTRICT (Park) have an
Intergovernmental Agreement to develop the Decatur Lakefront, with that development
to occur over a number of years with different development phases requiring varied
financial, supervisory and management commitments from City and Park.
In furtherance of the Lakefront Development and in consideration of the promises
and covenants made herein, and for their mutual benefit and the benefit of the public,
industry and business, City and Park agree as follows:
SECTION 1: PURPOSE
This agreement is to provide for the design and construction of Phase One-Part A
of the Lakefront Development. Phase One-Part A will be the design and construction of
approximately 270 feet along the Lake Decatur shoreline adjacent to the Beach House
Restaurant and will include replacement of the existing concrete shore protection with a
new steel sheet pile seawall. The area behind the wall will be backfilled with material
recovered from the Phase One construction area. There will be a new concrete
promenade with pedestrian lighting and a 12'-14' public boardwalk extending from the
seawall over the water with piling supports. There will be construction of two fixed
docks to extend from the boardwalk into Lake Decatur. The two docks will
accommodate up to 32 slips and will include dock utilities (potable water and electrical
supply), security gates and gangways. The attached rendering illustrates the proposed
Phase One-Part A improvements.
