H. Finally, to qualify as a conservation area, at least 50% of the structures in the area <br /> must be at least 35 years of age and 3 of th.; 13 blighting factors must be present. <br /> I. The maximum life of a TIF District is 23 years. However, it can be shorter if the <br /> municipality determines that a shorter period is more appropriate.
