EXHIBIT D: PREVAILING WAGE ACT <br /> 9.Cer tified payroll records submitted to the City of Decatur shall be considered <br /> public records pursuant to the Illinois Freedom of Information Act except for <br /> employees' addresses, phone numbers and social security numbers. <br /> 10. If the Illinois Department of Labor revises the prevailing rate of hourly wages, <br /> the revised rate shall comply. <br /> 11. Payment to the contractor or any and all subcontractors is expressly <br /> conditioned upon strict compliance of the Act, including, but not limited to <br /> submittal of certified payroll records. <br /> 12.
