Alexander, Director of Water Management <br /> SUBJECT: Resolution Approving Change Order No. 1, Burdick Plumbing& Heating <br /> Company, Pressure Reducing Valve Installation <br /> City Project 2011-05 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution authorizing December 31, <br /> 2012, as the completion date for the Pressure Reducing Valve Installation project, City Project 2011- <br /> 05, and that the Mayor be authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of prior Council actions related to the pressure reducing valve <br /> project. <br /> BACKGROUND: <br /> South Pressure Zone <br /> When the new elevated water storage tank on South Franklin Street Road was filled during the summer <br /> of 2011, City water customers south of the Lake became a part of a new pressure zone that is <br /> approximately 10 pounds per square inch (psi) higher than they experienced previously. The new <br /> pressure zone improved the reliability and consistency of water pressure for the south side of the City. <br /> It also has increased the amount of water available for the Fire Department to use in suppressing fires. <br /> Depending on the elevation and plumbing condition of some buildings, some water pressures may <br /> exceed 80 psi which is the maximum limit for normal residential water pressures. The Illinois <br /> Plumbing Code requires a pressure reducing valve to be installed on services that may exceed the <br /> maximum water pressure to assure it is at or below 80 psi. In 2011, the City reviewed property <br /> elevations south of the lake and identified buildings at or below 655 feet in elevation may exceed the <br /> 80 psi maximum. Using the elevation capabilities of the City Geographical Information System(GIS), <br /> over 800 water customers were identified as being at or below the elevation of 655 feet. <br /> As work progressed on the pressure reducing valve installation project all residents were notified by <br /> mail and other means encouraging them to schedule an inspection to possibly install a pressure <br /> reducing valve. Since the Illinois Plumbing Code requires the installation of pressure reducing valves, <br /> it is mandatory that customers allow access to the contractor for this work. To date, 67 water <br /> customers have been unresponsive to the City and the contractor. The City will begin sending final <br /> notices to unresponsive customers requiring access for inspection and possible valve installation or <br /> face disconnection from the City's water system. <br /> Page I 1 <br />
