Marley, P.E., Public Works Director <br /> SUBJECT: Appropriation of Motor Fuel Tax Funds to Pay the City's Share of the <br /> Engineering Costs for the Franklin Street Streetscape Project <br /> City Project 2010-25 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council authorize the Mayor to sign a resolution appropriating <br /> $80,000 in Motor Fuel Tax Funds to pay the City's 20% share of the preliminary and final design <br /> work for the Franklin Street Streetscape project. This design work is being funded through the $1.9 <br /> million in Illinois Transportation Enhancement Program(ITEP) funds granted to the City in 2010. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of the prior Council action. <br /> BACKGROUND: <br /> Downtown Streetscape and Open Space Enhancement <br /> On October 29, 2010, the City was informed by the Illinois Department of Transportation (IDOT) <br /> that it had been awarded an Illinois Transportation Enhancement Program(ITEP) grant for $1.9 <br /> million to design and construct streetscape improvements on Franklin and Main Streets between <br /> Eldorado Street and Wood Street. The grant amount was less than half the amount initially <br /> requested and was not sufficient to construct streetscape improvements on both Main Street and <br /> Franklin Street. Due to the size of the grant, on March 7, 2011, IDOT approved a request from the <br /> City to apply the entire ITEP grant to the Franklin Street corridor. <br /> On November 15, 2010 the City Council approved the issuance of Four Series General Obligation <br /> Bonds which included funding for the Downtown Streetscape and Open Space Enhancement <br /> project. A portion of these funds were earmarked to pay the City's match for the Franklin Street <br /> ITEP project. <br /> On June 20, 2011, the City Council approved a$166,372 agreement with Homer L. Chastain & <br /> Associates, LLP for the preliminary(Phase I) design of the Franklin Street corridor portion of the <br /> City's Downtown Streetscape and Open Space Enhancement project.
